Explore re-writing circuits in Noir

Similar to https://github.com/norswap/0xFable/issues/48, this issue would be to investigate if we can do better with Noir, which uses "the UltraPlonk arithmetization with Aztek's Barretenberg backend" instead of vanilla Plonk/groth16 used by Circom.

I think @nizhunt is interested in doing this.
